International Scientific Collaboration and Research Security Policy Amidst Geopolitical Uncertainty

Research security, as defined by the US government, refers to “safeguarding the research enterprise against the misappropriation of research and development to the detriment of national or economic security, related violations of research integrity and foreign government interference.” Countries around the world, and especially in the G7, have adopted policies to promote research security over the past decade. The development of this policy framework impacts both global scientific collaboration and the broader flow of people and ideas across borders. These policies further enter an environment marked by dramatic changes to the domestic practice of science and by intensifying geopolitical competition, especially between the US and China. This talk will address these dynamics and their implications.
