Long-standing barriers to participation in the clean energy economy have produced well-mapped landscapes of underserved communities, yet even after key financial barriers are removed, additional cultural and capacity challenges remain acute. With sustained investment in a seeding strategy, community anchor institutions can host revenue-generating microgrids that fuel local job creation and hiring, improve community resilience to hazards, and mitigate cultural barriers to adoption of clean energy upgrades.
