Regulatory Capture at the Water-Energy Nexus: Policy Monopoly and Soft Capture in U.S. Hydraulic Fracturing Regulation

Findings from a working empirical study of oil and gas industry efforts to influence U.S. environmental regulatory outcomes related to hydraulic fracturing through (i) a content analysis of 589 congressional hearings related to hydraulic fracturing from 1997-2015; and (ii) an evaluation of efforts by the American Legislative Exchange Council to promote a "model policy" on hydraulic fracturing fluid disclosure in the Marcellus Shale basin will be discussed.
