California is a Thirsty State

Is the New Dual Water Conveyance System a solution or just a big drinking straw?  California's population continues to grow thus creating an ever-increasing demand for more fresh drinking water.  Where will we find it, how will it get distributed and what will it cost?  The State of California is moving ahead with the dual conveyance system as a solution to several big water issues, but who will benefit?  Who and what could be impacted?  Is it a good thing or a bad thing?
